The Government of Manipur has issued an order in response to the ongoing law and order situation in five districts—Imphal West, Imphal East, Thoubal, Kakching, and Bishnupur. As a preventive measure, the government had earlier suspended internet and mobile data services, including broadband and VPN access, for a limited period.
After reviewing the situation and considering the inconvenience faced by the public, the government acknowledged that the suspension has disrupted essential services. These include offices, courts, education, healthcare, fuel stations, banking, and other important online-based services used by citizens in their daily lives.
In view of these challenges, the government has decided to partially restore broadband services such as ILL and FTTH. However, this restoration is conditional and subject to strict rules to ensure safety and prevent misuse.
Users will be allowed to access broadband internet only through registered service providers. The use of Wi-Fi hotspots or sharing connections is strictly prohibited. Service providers will implement measures like MAC binding to restrict access to specific devices.
Additionally, all users must ensure that social media platforms and VPN services are blocked. They are required to remove any existing VPN software and must not install new VPN applications during this period.
Authorities may carry out physical inspections and monitoring to ensure compliance. Users are also required to regularly change their login credentials and strictly follow all rules set by the government.
Any violation of these conditions will lead to legal consequences. Users will be held personally responsible for any misuse of their internet connection, including unauthorized access through shared networks.
Despite the partial restoration of broadband services, the government has decided to continue the suspension of mobile internet services, including mobile data and VPN access, until further notice.
