Kuki Officer Khakhai Zou Promoted to Joint Secretary in Lok Sabha Secretariat

NEW DELHI: The Lok Sabha Secretariat has announced the promotion of Shri Khakhai Zou, who currently serves as Director, to the post of Joint Secretary under the Time Scale Placement Scheme-2011. The appointment takes effect from October 13, 2025.

According to the official notification (No. LAFEAS-AN046/293/2025/GN-10355/ADMIN) issued on October 14, 2025, by the Lok Sabha Secretariat, Parliament House Annexe, New Delhi, the Speaker approved Zou’s placement from Level 13 to Level 14 in the Pay Matrix, attached to the post of Joint Secretary.

The notification, signed by Deputy Secretary Sonia Khanna, stated that the promotion was made “under the Time Scale Placement Scheme-2011,” marking a recognition of Zou’s service and tenure within the Secretariat. The order has also been forwarded to the Government of India Press, Minto Road, New Delhi, for publication in the Gazette of India, Part-I, Section 2.

Shri Khakhai Zou, son of (L) Shri Chinkham and Smt. Manngai, hails from Tangpijol village under Singngat Sub-Division in Churachandpur district of southern Manipur. He is presently residing with his family at R.K. Puram in New Delhi.

With this elevation, Khakhai Zou joins the cadre of senior administrative officers at the Lok Sabha Secretariat, responsible for assisting in legislative, procedural, and administrative functions of the lower house of Parliament. His promotion has been widely lauded by well-wishers from Manipur and the Zou community, who see it as a moment of pride and recognition for the region.
