Government Updates Central Motor Vehicles Rules to Boost Compliance in User Fee Payments

The Centre has issued the Central Motor Vehicles (Second Amendment) Rules, 2026, aimed at improving compliance with user fee payments at National Highway toll plazas. The amendments are designed to boost Electronic Toll Collection efficiency and curb toll evasion.

The Ministry of Road Transport and Highways stated that the changes will support the National Highways Authority of India (NHAI) in implementing transparent, technology-driven tolling systems, ensuring better maintenance and development of the highway network.

Under the new rules, a no-objection certificate (NOC) for transferring vehicle ownership or moving a vehicle between states will only be issued after clearing any pending user fees. Furthermore, commercial vehicles applying for a National Permit must also have no outstanding user fees.
