BREAKING: UNC to Convene Emergency Presidential Council Meeting to Discuss FMR, Border Fencing 

SENAPATI: The United Naga Council (UNC) has called for an emergency presidential council meeting in Senapati on August 11 (Monday) to take a final decision on its next course of action regarding the abrogation of the Free Movement Regime (FMR) and the ongoing border fencing in what it terms the “Naga ancestral homeland.”

All Naga tribe hoho presidents have been instructed to attend without fail. The meeting will take place on the very day a 20-day ultimatum issued by the UNC expires.

The UNC leadership told Newmai News Network that no “encouraging response” has been received from the government since the ultimatum was served on July 22. In that joint notice, the UNC, Naga Women Union (NWU), All Naga Students’ Association, Manipur (ANSAM), and Naga People’s Movement for Human Rights-South (NPMHR-S) warned that if their demands were not met, they would “resume the protest movement in stronger measure across all Naga hill districts.”

These organisations have consistently opposed the FMR’s scrapping and border fencing projects, arguing they are being undertaken without the consent of affected indigenous communities and in violation of the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), particularly Articles 8, 26, and 36.

Over the past year, the UNC and its allies have staged rallies, picketed government offices, and submitted multiple memoranda to central leaders — including the Prime Minister, Union Home Minister, and External Affairs Minister — through various district administrations. These memoranda, sent between January and July 2025 from districts such as Senapati, Ukhrul, Chandel, and Kamjong, uniformly demanded:

  1. Immediate revocation of the FMR abrogation order.
  2. Suspension of all border fencing and demarcation in Naga ancestral lands.
  3. A time-bound dialogue with Naga civil society and other stakeholders.

With the ultimatum deadline looming, the August 11 meeting is expected to determine whether the UNC will proceed with its planned indefinite economic blockade on national highways within Naga areas.
