Assam Government sign MoS with Kuki groups; establish Development Councils for Kuki and Hmar groups

Guwahati: In a significant step towards peace and stability in Assam, the Government of Assam on Saturday signed Memoranda of Settlement (MoS) with several Kuki militant groups and the Hmar Peoples’ Convention (Democratic), Assam Region, bringing them into the democratic mainstream.

The agreements were signed with the United Kuki Democratic Army (UKDA), Kuki Revolutionary Army (KRA), Kuki Liberation Organisation/Kuki Liberation Army (KLO/KLA), and the Hmar Peoples’ Convention (Democratic), Assam Region. The development was announced by Assam Minister Ranoj Pegu through a social media post.

Pegu stated that the milestone was achieved under the leadership of Chief Minister Himanta Biswa Sarma, describing the agreement as a historic step toward ensuring peace in the state.

According to the government, the settlement aims to integrate the groups into the democratic process and facilitate long-term socio-economic development of the Kuki and Hmar communities in Assam.
As part of the agreement, the government will establish the Kuki Welfare and Development Council and the Hmar Welfare and Development Council. These councils are expected to promote socio-economic growth, cultural preservation, and welfare initiatives for the respective communities.

The settlement also includes provisions for the rehabilitation of former militants who will be brought back into normal life through government support and reintegration programmes.

The Assam government stated that the agreement reflects its continued commitment to inclusive development and lasting peace in the state. The move is expected to strengthen stability in areas inhabited by the Kuki and Hmar communities and contribute to broader peace-building efforts in the region.
